Federal Council adopts the ‘Stabilisation and further development of Swiss–EU relations’ package
At its meeting on 13 March 2026, the Federal Council approved the dispatch to Parliament on the stabilisation and further development of Swiss–EU relations package (Bilaterals III). The Federal Council's intention with this bill is to stabilise and future-proof the tried-and-tested bilateral approach with the EU. The package is in Switzerland's interest. It ensures the continuity of economic, scientific and social relations with the EU, Switzerland's most important trading partner. In view of the tense geopolitical situation, stable and reliable relations with neighbouring European countries are of strategic importance.
Federal Council approves addendum I to 2026 budget
During its meeting on 13 March 2026, the Federal Council approved a total of four supplementary credits. It is thus requesting additional expenditure of CHF 98 million for this year. Most of these funds will go towards EU research and innovation programmes. A portion of the supplementary credits will be offset on the expenditure side.
Protection against designer drugs: Further psychoactive substances prohibited
New synthetic drugs can harbour considerable health risks – consumers cannot estimate the risks. To combat these designer drugs effectively, the Federal Department of Home Affairs (FDHA) is adding further substances to the Narcotics List Ordinance with effect from 13 March 2026. This makes these substances subject to the Narcotics Act; their manufacture, trade and use are illegal.

Federal Council adopts report on foreign policy implications of growing antisemitism in Switzerland
Bern, 6 March 2026 – The Federal Council has adopted the report in response to the Foreign Affairs Committee of the National Council (FAC-N) postulate 23.4340 ‘Foreign policy implications of the massive rise in antisemitism in Switzerland. Review of potential countermeasures’. The Federal Council notes that the resurgence of antisemitism since autumn 2023 represents a serious challenge for social cohesion and security, but concludes that the situation, as it currently stands, does not warrant the introduction of additional foreign policy measures.

The Swiss Science Council SSC has submitted its statement as part of the consultation process on the reorganisation of extra-parliamentary commissions. In it, it firmly rejects the Federal Council's proposal to abolish the SSC.

International survey on primary care: most Swiss doctors are satisfied with their jobs
Primary care doctors rate the overall performance of the Swiss health system as good or very good. Almost eight in ten doctors are quite to very satisfied with their jobs, although half report feeling very or extremely stressed. These are the findings of an international survey conducted in ten countries under the aegis of the Commonwealth Fund.
Switzerland and EU sign agreement on Swiss participation in EU programmes
Federal Councillor Guy Parmelin and EU Commissioner Ekaterina Zaharieva signed the Switzerland-EU programmes agreement in Bern on 10 November 2025. This part of the Switzerland-EU package can be provisionally applied with retroactive effect from the beginning of 2025. Switzerland is thus associated to Horizon Europe, the Euratom programme and the Digital Europe programme. The agreement also paves the way for association to ITER, Erasmus+ and EU4Health.
Federal Councillor Baume-Schneider hosts meeting of German-speaking social and health affairs ministers in Brienz
On 6 and 7 October 2025, Federal Councillor Elisabeth Baume-Schneider welcomed her German-speaking counterparts to Brienz in the Bernese Oberland for a ministerial meeting. The discussions among the social and health affairs ministers focused on the key topics of retirement age, child and adolescent mental health, and the future of basic medical care. In a joint declaration the five countries reaffirmed their willingness to address these challenges together and to further intensify their collaboration.
Federal Councillor Baume-Schneider attends the meeting of EU health ministers in Copenhagen
On 15 and 16 September 2025, Federal Councillor Elisabeth Baume-Schneider attended the informal meeting of EU health ministers held in Copenhagen. The main topics discussed were preparedness, security of supply, antimicrobial resistance (AMR) and the life sciences sector. The Head of the Federal Department of Home Affairs also took this opportunity to hold bilateral meetings with several of her counterparts.
Federal Council approves the amendments to the International Health Regulations
At its meeting on 20 June 2025, the Federal Council decided to approve the amendments to the International Health Regulations (IHR 2005). In reaching this decision, it took account of the results of the public consultation and of the consultation of the parliamentary committees responsible, taking note of the relevant report. The IHR are designed to promote international collaboration to control any events which pose a threat to public health.
World Health Assembly in Geneva opened by Federal Councillor Elisabeth Baume-Schneider
In her opening address to the 78th World Health Assembly (WHA) on Monday, 19 May 2025, Federal Councillor Elisabeth Baume-Schneider underlined the importance of a fully capable and sustainably financed WHO in combating the spread of international diseases and ensuring access to good-quality healthcare for all countries. In this context, the WHA will on Tuesday consider the Pandemic Agreement, now ready for adoption. The Federal Councillor will also take the opportunity offered by the WHA to hold bilateral talks with various health ministers.

Use of multigene-expression tests for breast cancer
Multigene-expression tests for patients with breast cancer are designed to help decide whether to proceed with chemotherapy following breast cancer surgery. This HTA report assessed the compulsory reimbursement of the multigene expression tests OncotypeDX, MammaPrint, EndoPredict and Prosigna for breast cancer. The HTA report reviewed the clinical efficacy, cost-effectiveness and budget impact, as well as the ethical, legal, social and organisational aspects.

Slowdown in employment growth and fall in turnover in Swiss market activities in 4th quarter 2025
Switzerland saw a mixed performance across market sector activities in the 4th quarter 2025. Turnover fell by 0.8% compared with the same quarter of the previous year and employment in these same market sectors remained stable (total employment +0.2%).
Council of Europe evaluates Switzerland's progress in combating violence against women and domestic violence
The Council of Europe's independent Group of Experts on Action against Vio-lence against Women and Domestic Violence (GREVIO) will pay its second country visit to Switzerland from 9 to 13 March 2026. GREVIO will review how Switzerland is implementing the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Con-vention). The review will be based on Switzerland's second state report on the implementation of the Istanbul Convention, which was adopted by the Federal Council on 26 September 2025.
Federal Councillor Elisabeth Baume-Schneider will represent Switzerland at the United Nations Commission on the Status of Women in New York
On 9 March 2026, the 70th session of the United Nations Commission on the Status of Women (CSW) will open in New York. Under the theme of access to justice for all women and girls, this year’s session will focus on promoting inclusive and equitable legal systems. The Swiss delegation will be led by Federal Councillor Elisabeth Baume-Schneider, Minister for Gender Equality.

The FDFA temporarily closes its embassy in Iran
In view of the war in the Middle East and the increasing security risk, the FDFA has decided to temporarily close the Swiss embassy in Tehran. The ambassador and five Swiss staff members left Iran by land today and are now safely outside the country. They will return to Tehran as soon as the situation allows. As part of its good offices, Switzerland will continue to maintain an open line of communication between the United States and Iran, in consultation with the two countries.
Federal Councillor Albert Rösti attends Nuclear Energy Summit in Paris
On 10 March, Federal Councillor Albert Rösti represented Switzerland at the 2nd Nuclear Energy Summit in Paris. The international gathering focused on the civil use of nuclear energy in addressing major energy, climate and sovereignty related challenges. Mr Rösti recalled that nuclear energy is an important pillar of Switzerland's low-carbon energy mix, with safe, secure and sustainable waste management and disposal.
Foreign Policy Report 2025: Federal Council reaffirms its commitment to focused and effective multilateralism
The Federal Council approved the 2025 Foreign Policy Report at its meeting on 6 March 2026. The report gives an account of the foreign policy activities of the past year and takes stock of the Foreign Policy Strategy 2024–27 at the halfway point. The core question it seeks to address is how Switzerland can safeguard its interests in an increasingly polarised environment and play its part in advancing effective multilateralism.
