National Pandemic Plan Switzerland

The National Pandemic Plan serves as an important planning instrument for various actors to prepare for and manage a pandemic in Switzerland, and it supports international coordination.

The National Pandemic Plan is as a planning framework which provides an overview of the measures for pandemic preparedness and response in Switzerland. It serves as a guide for the responsible authorities at the federal and cantonal levels, as well as for other stakeholders, in organizing their activities. The plan provides recommendations for implementing national and international legal frameworks and complements the crisis management systems of the federal government and the cantons with pandemic-specific elements.

Revision of the Swiss Influenza Pandemic Plan 2018

Between 2022 and 2025, the 2018 Influenza Pandemic Plan was revised by the FOPH in close collaboration with the FCP (Federal Commission for Pandemic Preparedness) to incorporate the lessons learned from the COVID-19 pandemic. Several objectives were pursued as part of this revision: Consideration of different pathogen classes, updating of content by internal FOPH and external experts as well as the introduction of a pandemic preparedness information platform to improve usability of the content.

Stakeholders were involved in the revision process. A working version of the revised pandemic plan was submitted to selected stakeholders for consultation from April to August 2024. The results of the consultation and the subsequent adjustments were published in a report in March 2025.

The revised version was published in July 2025 and has since served as the basis for the continual updating of the plan.
