Electronic Exchange of Social Security Information across the EU
Legal foundations for EESSI
The new Regulations (EC) No. 883/2004 and (EC) No. 987/2009 on the coordination of social security systems came into effect in the EU on 1 May 2010. Switzerland has been applying these Regulations under Annex II to the Agreement on the free movement of persons since 1 April 2012, and in its relations with the other EFTA member states since 1 January 2016.
Under these Regulations, paper-based communication is to be replaced by electronic exchanges among social security institutions – the Electronic Exchange of Social Security Information (EESSI). This new method of communication offers a major opportunity to modernise data exchange, but it requires certain fundamental changes in information processing.
