Electronic data interchange between social insurance carriers in EU Member States.
Statutory foundation for EESSI
As from 1 May 2010, EU Member States are bound by the new community regulations Regulation (EC) No. 883/2004 and Regulation (EC) No. 987/2009 on the coordination of national social security systems. Switzerland has been applying these regulations within the framework of Annex II of the Agreement on the Free Movement of Persons since 1 April 2012, and of its relationship with EFTA Member States since 1 January 2016.
According to these regulations, paper forms have to be replaced by an electronic data exchange system among social security carriers, namely the so-called Electronic Exchange of Social Security Information (EESSI). This new mode of communication is a major opportunity for modernising data exchange, but it requires certain fundamental improvements in information processing. The activation date for EESSI is still to be determined, but implementation is scheduled for the course of 2017, followed by a test run until summer of 2019.
