Project Cann-L is intended to assess the feasibility and the potential impact of a model for regulating the consumption of cannabis through its sale on a non-profit basis in the city of Lausanne.
The Cann-L model draws its inspiration from a similar venture in Quebec which is currently considered the ‘gold standard’ for legalising cannabis in public health terms. The model effectively eliminates any profit motive (and associated incentives) while putting a firm focus on advising its participants on health and social issues. The Lausanne-based project should also achieve a scale in terms of participant numbers at which it can have a tangible impact on alternative black-market activities.
