Cann-L - City of Lausanne

Project Cann-L is intended to assess the feasibility and the potential impact of a model for regulating the consumption of cannabis through its sale on a non-profit basis in the city of Lausanne.

The Cann-L model draws its inspiration from a similar venture in Quebec, which is currently considered the “gold standard” for cannabis legalisation in terms of public health. The model effectively eliminates any profit motive (and associated incentives) so as to ensure a strong focus on advising participants on health and social issues. The Lausanne project also aims to involve a sufficient number of participants to make it possible to study the influence of the pilot trial on the black market.

• Research Questions

  The study will investigate the feasibility of a controlled sales model in Lausanne, its acceptability to participants, and its impact on the local black market. It will also be investigated to what extent participation in the pilot trial leads to more responsible and less risky cannabis use. Also to be studied are the questions whether participation in the pilot trial has an impact on participants’ physical and mental health, and whether participants are more likely to seek professional support for problems relating to cannabis use.
