Health insurance: Regions insurance premiums

The Federal Department of Home Affairs (FDHA) divides larger cantons with major differences in healthcare costs are into two or three different regions for the purposes of premiums, and sets the maximum differences in premiums between the regions.

Municipalities in the cantons of Bern, Graubünden, Lucerne, St Gallen and Zurich are divided into three for the purposes of premiums. The cantons of Basel-Landschaft, Freiburg, Schaffhausen, Ticino, Vaud and Valais each have two regions.

Health insurers can charge different premiums for different regions. How-ever, there are limits on the differences:
    •  A maximum of 15 per cent between Region 1 and Region 2
    •  A maximum of 10 per cent between Region 2 and Region 3
 
This means that the premiums paid by people in the cantons mentioned above depend on their municipality of residence and the region to which it is allocated.


The FDHA commissions periodic reviews to make sure the regions and permissible differences in premiums are still appropriate. The maximum discounts permitted are set down in a separate ordinance (the FDHA ordi-nance on regions for premium purposes). The current regions are listed in the annex to this ordinance.
